The International Indian Ocean Expedition was first proposed at a joint meeting of the Special Committee of Oceanic Research (SCOR) and the International Council of Scientific Unions (ICSU) in 1958, with the preliminary plan developed by the Committee of Oceanography of the National Academy of Sciences.
